Register of permits

The Transport Department of the Velocity Interoperability Network keeps a register of every transport permit in force on the designated routes of the Velocity Interoperability Network. The register records the permit number, the holder, the routes or classes of route on which the permit may be used, the traffic it authorises and the date on which it expires. It is published on this page and is updated within five working days of every issue, renewal, variation, suspension or revocation.

The register was opened on 6 September 2026. All sixteen permits in force were issued on that day. Operators that had carried goods or passengers under interim arrangements during the transition period applied to the Department before its establishment, and their permits were issued for the periods they originally requested, so that expiry dates fall between December 2026 and September 2028. Permit numbers are permanent and are not reused when a permit expires or is revoked.

Permits in force. A route marked "endorsed" carries a route-specific endorsement permitting heavy or hazardous goods on that Class B route. A permit stated as covering a class of route may be used on every route of that class, including routes designated after the permit was issued.

Two of the permits, TP-2026-0006 and TP-2026-0007, are held by the operators of the scheduled passenger services set out on the Timetables page. Three permits are held by member departments moving heavy or hazardous goods on their own account, which require a permit under the rules described on the Permits page. Defence and Emergency Services vehicles acting under their own authority are exempt and do not appear in the register.

Permits by traffic authorised. The table summarises the register by the principal traffic each permit authorises.

Applications under consideration. Seven applications received during the transition period remain under consideration and will be decided within twenty working days of receipt. They are not listed until a permit is issued. Two seek scheduled passenger rights on Class B routes, four seek general goods rights on trunk routes, and one seeks a hazardous goods endorsement for Route B2.

Suspensions and revocations. A permit that is suspended remains in the register marked as suspended for the period of the suspension. A permit that is revoked or that expires without renewal is removed from the table above and recorded in a table of removals, which will be added to this page when the first removal occurs. No permit has been suspended or revoked since the register was opened.

A permit holder who finds an error in the register should write to contact@transport.gov.vin quoting the permit number. Anyone may ask the Department to confirm whether a particular permit is in force. The conditions that bind every holder are set out on the Conditions of traffic page, and answers to common questions on the permit questions page.
